A system that requires public control

Ukraine can "boast" one of the most inefficient power systems in the world. The number of officials in the country for 25 years of independence has increased almost six-fold – from 60 thousand to 350 thousand. The state machine is overloaded with excessive number of officials at various levels. From 10% to 15% of the expenditure of state and local budgets are spent on maintenance of the bureaucratic apparatus. It is 50 to 70 billion hryvnias annually! Now let's ask ourselves whether the performance of the officials corresponds to that level of expenditures?
